PaLC is proud of its accomplishments ever since 2001, especially considering the size of the organization, our all volunteer status, and our small budget.
In fact, PaLC affectionately refers to itself as a "boutique" organization. Indeed the organization is very small and selective, and is dedicated to standards of excellence and organizational best practices. However, while committed to achieving its goals effectively and efficiently, the organization purposely maintains a structure that allows for the flexibility to take on unique projects and programs which fit with and further its mission of ensuring that ever pet born has a home, that ever home is a responsible home, and that all communities have effective programs in place to assist pet owners and pets in need.
The board believes that it is critical to take a broad approach to pet population issues, and that it is equally important to maximize funding and resources by looking beyond quick fixes to find pragmatic, long-term and sustainable solutions.
Considering the problem an American issue and a community issue, the new board is committed to collaborating with all who, however differing in other philosophy, share in the desire to prevent the tragedy and suffering and financial expense caused by irresponsible pet care.
The PaLC team measures success in terms of results, and is committed to annual review of its Board, its strategies, short and long term goals, and operational and financial efficiency.
Incorporated as a 501(c)(3) nonprofit, EIN 54-1641233, PaLC is registered with the Virginia State Office of Consumer Affairs, Division of Charitable Solicitations.
PaLC'S PEOPLE:

Sara Khurody-Downs
President and Chief Executive Officer
Ms. Khurody-Downs is an artist with an equal passion for all things animal and analytic. From her prior corporate career, Ms. Downs brings over a decade of experience in business management and administration to the organization.
Ms. Downs is a citizen of the world, having lived in five countries and on three continents. She settled in the United States in 1985, and eight years later resigned from the corporate world to pursue her creative calling. She received a BFA in painting, with distinction, from the Calfornia College of Arts in 1998. Upon obtaining her painting degree she married and moved to Virginia. A trip to her local animal shelter to volunteer in her new community, was an eye opening experience to the plight of many American pets.
Ms. Downs spent the following three years immersed as an independent volunteer in the field, researching animal issues, contemporary sheltering and preventative programs, and developing outreach, educational and volunteer programs for her local county animal shelter. Ms. Downs also served on the Metropolitan Washington DC Council of Governments' Animal Services Task Force.
In early 2001, Ms. Downs also began helping a small local organization, Prevent a Litter Coalition (PaLC), compile information on the Animal Friendly License Plate Program so that they could become a central clearinghouse for this information. She also helped the organization's volunteer Hope Tarr present her Stamp Out Campaign communications online by developing a new website for the organization.
Recognizing her commitment to the animals, but unable to find the right fit for her interests and skills, Ms. Downs considered returning to the corporate world or founding her own non-profit organization -- one that would be dedicated to big picture and collaborative approach, analysis and best practices. She envisioned a highly skilled team of professionals that would bring an analytic and business approach to the issues.
In May 2001 the original PaLC organization considered dissolving the corporation. Recognizing the benefit of taking on an already incorporated 501c3, Ms. Downs offered to bring on a whole new board and team on the understanding that she would be building a new organization, rather than taking on leadership of the original organization. The original board resigned, and in August 2001 Ms. Downs brought on a new board and team of staff and volunteers.
Ms. Khurody-Downs' non art and animal welfare interests include language, world travel, literature, teaching, interior design, philanthropy, music, cooking and anything technology. She currently lives in Fairfax County, Virginia with her husband and two adopted beagle sisters, Mahiya and Mango, and two cats Shanti and Reem.

Goals and Results By Calendar Year
Accomplishments for Year Ending 12/31/2005

PaLC is the national clearinghouse for information on state fundraising programs, including specialty license plate programs and income tax check offs. We provide this information to state legislatures, local and state humane groups, national humane and legislative organizations, the general public and other key stakeholders at no charge.
PaLC continued to analyze these programs in order to make best practice recommendations and also to provide professionally developed promotional tools, thereby assisting states to raise significant funds and to spend them wisely and with greatest impact.
We continue to bring experts to our forums (marketing and legislative) in order to make best practice recommendations. In addition we continue to provide one on one advice to states working on obtaining such programs, or that are looking to improve their existing programs.
Our informational web section on specialty plate and other state fundraising programs currently consists of over 200 pages of information which is constantly updated, and also includes a growing archive of information on the discussion forum which we host.
- In 2002, the U.S. Postal Service issued 250 million commemorative stamps dedicated to an issue near and dear to our hearts.. neutering and spaying our pets! In response to these stamps, PaLC built and coordinated a national partnership made up of 30 leading and diverse organizations that set aside philosophical differences. The unprecedented American Partnership for Pets (APP) spoke with one voice on the benefits of spay/neuter, and worked alongside the USPS to ensure that the stamps had maximum impact.
APP was a resounding success, including obtaining significant national and local coverage for the cause, holding events in communities around the country, and quickly selling out all 250 million stamps (a notable achievement!)
APP led and coordinated by PaLC is now campaigning for a reprint of these important stamps. APP also has long term goals for the team, including winning a USPS pet population semi-postal (fundraising) stamp; and building upon the team's success, implementing collaborative educational and social marketing pet population and responsible pet ownership campaigns.
- PaLC responded to over 200 phone enquiries from the general public and pet owners regarding pet care and free roaming animals, and in particular spaying and neutering.
Objectives for Year Beginning 01/01/2006
-
PaLC continues to collect and analyze data from Animal Friendly License Plate programs and other state pet population fundraising programs such as tax check offs and lotteries. We are in the process of developing a list of best practices, online legislative and marketing tools and resources.
-
PaLC continues its work on the unprecedented American Partnership for Pets program with national and local reach designed and begin planning for a multi-year social marketing campaign on pet population issues.
The Partnership continues its campaign and is optimistic that it will be successful in it's collaborative national effort to win a reprint of the sold out "Neuter or Spay" social awareness stamps and ultimately earn a pet population program fundraising stamps.
PaLC will be overhauling its communications tools, including updating its website in order to provide information more efficiently and effectively to the public. As part of this communications overhaul, PaLC will be adding a state of the art recorded information phone service, to answer frequently asked questions about pet care, in order to free up volunteer/staff time to spend more time on core analytic programs.
