PaLC is in the process of compiling comprehensive information on the status and success of individual state programs (animal friendly, tax check off, etc.) with the purpose of recommending best practices. We will be providing comparative information and analysis in the near future.
In the meantime, if you are looking for general information about the programs, PaLC can offer you a Summary of States with Legislation, where you will find a brief overview of the programs, including some sales and marketing information and a web link to the respective state motor vehicle department.
IN THE WORKS:
PaLC is in the processs of developing a comprehensive document available to download which will include:
- Bill text for all states with the legislation
- Details of programs, including plate design, slogans
- Disbursement details, including grant and committee criteria
- Marketing and promotional details
- Sales & disbursement numbers and details
- Handy compare and contrast by state chart
WHAT WE WANT TO KNOW:
PaLC research will include the following:
- Which states have sold the most plates and why?
- Do certain designs and slogans appeal to the public?
- How are the plates marketed?
- Does the State/Motor Vehicles Department also promote the plates?
- What percent of customers renew their specialty plates?
- How do sales compare to other specialty plate sales?
- Do significant numbers of new customers purchase the plates each year?
- What are potential and projected sales?
- Will an increase in specialty plate choices available affect aflp existing/new sales?
- Will projected sales provide a significant amount of the funding needed for targeted programs?
- How much money has been raised?
- How are the funds disbursed - e.g. a grant process, by jurisdiction, etc.?
- What types of pet population programs are funded?
- What are average disbursement amounts?
- Are disbursement amounts significant enough to have meaningful impact?
- Do programs have a state wide support base, or are they supported by a limited number of organizations?
- Have funds been used as intended?
- How are funded programs measured?
- How successful are the funded programs?
- In states where single organizations may sponsor a plate, would there be a greater chance of long-term success if the field worked together on a single plate?
- How do state-wide pet population programs compare to local approaches?
- How successful have state wide collaborative efforts been, and what factors, e.g. leadership, assist coalitions to be successful?
The answers to these and other questions will drive future AFLP objectives and will assist communities as they find new ways to fund pet population programs.
Please note that AFLP information and links are provided by PaLC as an informational service only, and do not necessarily imply our organization's endorsement of the legislation and program. We are currently reviewing existing AFLP programs, and will be making best practice recommendations.
Please also note that PaLC does not receive any funds from the Animal Friendly License Plate Program. PaLC does not lobby for individual state legislation, nor does it have jurisdiction over the disbursement of funds raised through the programs.
