- Check to see if an effort is already underway...
First, check to see if your state is on our list of states already working on the program. If there is already an effort in progress, we recommend that you collaborate with the spearheading organization(s) or key individuals in your state.

If no legislative effort has begun in your state yet, then we would suggest that you review PaLC's How to get started tips
- Familiarize yourself with the programs in order to make good legislative and program choices.
We recommend that you become thoroughly acquainted with the various state programs and that you read and consider the questions PaLC will be asking as they compile information on the Animal Friendly License Plate programs nationwide. The programs vary greatly and the funds raised also vary greatly (not all programs are successful!), and we encourage you to carefully consider our best practice questions in order to implement a program with real potential for success and impact. - Collaborate with legislative and marketing experts, and others in your State and across the nation working on AFLP programs...
PaLC believes that it is critical that you form a coalition of key stakeholders in your state, including veterinarians, animal control, fanciers and humane organizations to craft strong legislation.
While it may be quicker and easier to craft legislation without forming a coalition, consider the long-term benefits of working as a state team to promote the program and to use the funds raised for greatest impact.
Subscribe to our Animal Friendly discussion forum, where you will be able to find and collaborate with others in your own state who share your goals, and also compare ideas and strategies or tips on what does or doesn't work, with people in other states working on (or who have passed) their own legislation and are now implementing and marketing their programs. There is a growing message archive of information about Animal Friendly and other specialty plate programs in the forum, which we highly recommend.
