Currently a draft House Bill (0903200021431) has been written by representative Jan A. Judy to establish a special license plate for animal spaying and neutering programs and to prescribe registration fees. (Updated November 2002)

Peace for Pets (see below) is a 501c3 non profit organization set up in part to help obtain an Animal Friendly License Plate program for Arkansas. They will be working with the ASPCA Government Affairs Office. Peace for Pets has also been collecting citizen's signatures to demonstrate how much support for this program there is. They inform us that Arkansas legislators ARE receptive to the idea.
