STATUS: AVAILABLE

HB 2323 requires the Department of Transportation (ADOT) to issue spaying and neutering of animals special license plates provided that a non-profit entity that has a mission to provide for the welfare and protection of animals pays $32,000 to ADOT for the production costs associated with the plate. In addition, HB 2323 creates the Welfare and Protection of Animals Committee as well as the Spaying and Neutering of Animals Fund.

Fee: $25

Personalized: The plate has space for up to five (5) letters or numbers. Personalized versions are available for $50 a year.

Amount to Spay-Neuter: $25 of which, $17 is transferred to a “spay/neuter fund” that funds surgical sterilization of dogs and cats throughout Arizona. The remaining $8 is collected by ADOT for administrative purposes.

Fund Disbursement: Funds will be allocated as grants to qualified agencies that apply. Under state law, a qualified applicant must be a municipal animal-control agency or a non-profit 501-c-3 agency (such as a humane society or other animal-welfare shelter) that provides spay or neuter services for dogs and cats in Arizona.

Distribution will begin when there is sufficient money collected in the spay/neuter fund. The amount of money collected is determined by the number of plates that are sold. Committee members hope that distribution of funds to qualified agencies can begin in early-to-mid 2006.
