Several organizations have been pursuing AFLP legislation for some years. There is quite a hurdle in California as legislators are not thrilled with the idea of speciality license plates. There have also been attempts to implement a tax check-off program to help fund spay-neuter programs that were not well received.

Currently Assemblyman Lloyd Levine is sponsoring Bill AB 1118
