This bill passed the legislature in 2001, but was vetoed by Governor Owens. Governor Owens has stated that he will NOT sign any legislation for an animal welfare license plate. However, the Governor signed a bill on 06/05/2001 (HB01-1337) to establish a tax check off for a Pet Welfare Authority. This Authority would then distribute money received on a grant basis to underserved areas of the state.
