Funds collected by the DMV will be sent to "Florida Animal Friend" established as a direct support organization of the Florida Department of Agriculture and Consumer Services.

The Florida Department of Agriculture and Consumer Services is in effect a "bank" and can spend, (per the draft bill) ONLY at the Direct Support Organization's direction (see below for committee member details), an administrative fee of up to 25% of the income the first year (to get the program started) and up to 20% in subsequent years. This fee would cover the costs of administration of the plate, such as accounting of the funds, collection and distribution of grant applications, etc; and the promotion / marketing of the Florida Animal Friend License Plate with the goal of increasing sales.

All financial records will be subject to inspection under Florida’s public information laws.

Organization type: Broad based coalition formed as a Florida "Direct Support Organization" to administer grants maintained by Florida Department of Agriculture.

Committee Members (per proposed draft legislation):

  1. Representative of the Humane Society of the United States South East Regional Office
  2. Representative of the Florida Veterinary Medical Association
  3. Representative of the Florida Animal Control Association
  4. One member at large, appointed by the Florida Animal Friend Council. This member must represent a non profit organization, not directly affiliated with any member of the Florida Animal Friend Council. Member may not apply for a grant during the time served (only 2 year commitment required)
  5. One member at large, appointed by the Commissioner of Agriculture and Consumer Services (TBC).
BOD election process and terms served: Representative Organizations as legislated. Commitment of 4 years each, except for the Non Profit Representative who need only commit to 2 years without ability to apply for a grant. No term limits.

Mission: Coalition set up for the sole purpose of overseeing the fund, setting grant criteria and distributing grants.
