The Florida Department of Agriculture and Consumer Services is in effect a "bank" and can spend, (per the draft bill) ONLY at the Direct Support Organization's direction (see below for committee member details), an administrative fee of up to 25% of the income the first year (to get the program started) and up to 20% in subsequent years. This fee would cover the costs of administration of the plate, such as accounting of the funds, collection and distribution of grant applications, etc; and the promotion / marketing of the Florida Animal Friend License Plate with the goal of increasing sales. All financial records will be subject to inspection under Florida’s public information laws.
