The MI Humane Society is working with MI Assn.of Animal Control Officers, MI Dept. of Agriculture, Animal Law Section of State Bar Assn., and various humane societies, and has prepared a "Pets Are Wonderful" (PAW) specialty license plate bill which would be used to provide funds for pet sterilizations & adoptions, and/or better enforcement of MI anti-cruelty laws.

On 6/25/03 Bill 4892 was referred to Committee on Transportation.

Politics: Bill would finance pet neutering with license plate fees

Gerald Law thinks he's found a vehicle for reducing the high number of unwanted dogs and cats at Michigan animal shelters. It's your vehicle, or to be exact, your license plates.
Law, a Republican state representative serving Plymouth, Livonia and Northville, recently introduced a bill that would allow car owners to buy specialty plates, with a portion of the fee going to shelters and humane societies. Shelters would use the money to support spay and neuter programs.

"The whole idea is to cut down on the tremendous number of euthanasia shelters must do now," Law said.

In Michigan alone, shelters must put down about 300,000 animals a year, said Eileen Liska, a liaison for the Michigan Humane Society who helped Law with the legislation. She estimated one to two times as many strays die on the street from disease, accidents or starvation.

Other states already offer similar programs. New Jersey, for instance, uses fees from pet vanity plates to subsidize veterinarians who offer low-cost spaying and neutering to pet owners. The state has noticed a decline in the number of unwanted animals.

Law said the state House probably won't address his bill this session but he expects it will pass eventually. The bill piggybacks onto other Law-sponsored legislation that tackles the pet overpopulation problem.
