Order them online from the New York Department of Motor Vehicles website or visit your local DMV office, or call the DMV Office 1-518-402-4838

The hours of operation are: Monday to Friday, 8:00 a.m. - 4:30 p.m.

The DMV accepts VISA Card, MasterCard, American Express Card, and Discover Card. The DMV will send your new vehicle registration and your custom plates to the address on your DMV records. If you changed your address and did not notify the DMV, you cannot order custom plates on-line.

VEHICLE AND TRAFFIC LAW
CHAPTER SEVENTY-ONE OF THE CONSOLIDATED LAWS
TITLE IV--REGISTRATION OF VEHICLES
ARTICLE 14--REGISTRATION OF MOTOR VEHICLES

§ 404-p. Distinctive "Animal Population Control Fund" license plates [As added by L.1996, c. 166, eff. until Apr. 1, 2001. See, also, § 404-p post.]
1. On or after October first, nineteen hundred ninety-six, any person residing in this state shall, upon request, be issued a distinctive "Animal Population Control Fund" license plate of a design approved by the commissioner. Application for said license plate shall be filed with the commissioner in such form and detail as the commissioner shall prescribe.

2. A distinctive Animal Population Control Fund plate issued pursuant to this section shall be issued in the same manner as other number plates upon the payment of the regular registration fee prescribed by section four hundred one of this article provided, however, that an additional annual service charge of twenty-five dollars shall be charged for such plate. Twenty dollars from each twenty-five dollars received as annual service charges under this section shall be deposited to the credit of the animal population control fund established pursuant to section ninety-seven-xx of the state finance law, and shall be used for animal population control programs undertaken pursuant to section one hundred seventeen-a of the agriculture and markets law.

Effective Date; Expiration. L.1996, c. 166, § 2, provided: "This act [adding this section] shall take effect on October 1, 1996 and shall expire and be deemed repealed on the same date as chapter 473 of the laws of 1995 expires and is deemed repealed [Apr. 1, 2001; see L.1995, c. 473, § 12, set out as a note under Agriculture and Markets Law § 107]."

There are four sources of funding for the NYS Animal Population Control Program.

  • The $3.00 surcharge on dog licenses for each unneutered and unspayed dog over the age of 6 months (including dogs licensed on a purebred dog license);

  • $20 of the $25 annual charge for the "Love Your Pet" custom license plate; and

  • $35 from unclaimed deposits from mandatory SPA Neuter Law.
  • Public and private donations. Donations are gratefully accepted. Please make checks payable to NYS Ag. & Markets/Animal Pop. Control Fund and send to the address on the reverse.
