PaLC believes that it is critical for the animal welfare community to define their local problem in order to target funds, programs and education most appropriately; to measure results to ensure the efficiency and effectiveness of the programs that have been implemented; and to track the overall status of animal welfare by state and by nation.

To help in this regard, PaLC will be undertaking various research and analysis projects.

VIRGINIA STATISTICS:

Since 1997, Virginia law has required that all organizations housing animals annually report their numbers to the State Veterinarian.

PaLC has worked alongside the State Vet and the Virginia Federation of Humane Societies (VFHS) to input and analyze the Virginia animal intake, adoption and euthanasia numbers for the past four years, and is in the process of inputting the most recent years' data.


VIRGINIA DIRECTORY OF ANIMAL HEALTH & WELFARE RESOURCES:

With the unprecidented growth of small rescue groups, and animal welfare resources, PaLC believes that it is critical to review the resources available, to analyze if services are adequate for regional needs, and to also provide a central and comprehensive listing of services to the public.


PET POPULATION PROGRAMS AND BEST PRACTICES:

PaLC believes that there are several key steps necessary to adequately approach the problem of unwanted pets.
  • Collaborate with the whole community for a comprehensive and consistent approach
  • Educate the public and pet owners on the issue of unwanted pets and the importance of responsible pet care, including spay/neuter.
  • Design pet population programs that effectively target the "source" of the unwanted pets
  • Raise funds to support spay-neuter surgeries, and preventative pet population programs for families in need
PaLC believes that it critical to research, analyze and compile information on pet population issues taking a community, pragmatic, targeted and broad approach with a view to implementing long-term, sustainable solutions, and helping local animal care and control organizations with best practices.
