ANSWER: They all support PaLC's national STAMP OUT! Campaign. QUESTION: What the heck is the Pet Overpopulation STAMP OUT! Campaign?? ANSWER: A PaLC initiated, national grassroots campaign, STAMP OUT! is committed to winning issuance of a U.S. commemorative postage stamp to promote public awareness of the problem of pet overpopulation as well as its solution-SPAY/NEUTER YOUR PET! Since PaLC launched the project in September 1997, more than 210 veterinary, humane advocacy, and citizens' groups have joined PaLC in petitioning the U.S. Postal Service to issue the SPAY/NEUTER stamp as a commemorative stamp. (The average print release of a commemorative is 80 MILLION). USPS has received more than 30,000 such requests from 53 Members of Congress, politicians, celebrities, and other animal-lovers in the U.S. and abroad. Supporters' hopes for an early victory were buoyed in October 1998 when USPS's Citizens' Stamp Advisory Committee (CSAC) upgraded the proposal to "under consideration for future issuance." PaLC and its endorsing organizations are pushing for a February 2002 issuance date to coincide with the national Spay/Day USA. To make our goal a reality, the U.S. Postal Service and the Postmaster General need to hear from YOU. Write or fax Postmaster John E. Tell him that, like TENS OF THOUSANDS of Americans, you want a SPAY/NEUTER stamp and ask WHEN he will issue it. Call Postal Headquarters in Washington DC, (202) 268-2000, and ask to speak with Azeezaly Jaffer, Vice President of Communications and Public Relations, and/or with Catherine Caggiano, Manager of Stamp Services. Remind Mr. Jaffer and Ms. Caggiano, politely but firmly, that the SPAY/NEUTER stamp passed the CSAC and ask WHEN you can purchase it at your post office.
